Here's another video by Rich Harrington. He demos the basic video editing workflow available in Photoshop CS6.
To me, the video capabilities of Photoshop seem like a bit of mission creep for the application. That said, if you don't already own an NLE but you do own Photoshop CS6, you can edit simple videos in the application without spending more loot for a separate application.
